For Marquez Claxton, the new warning by the NYPD isn't addressing the real issue. "It is confusing [andl contrary to the training of officers," he said. Claxton also noted, "Police officers are trained to fire and discharge their weapons" in a certain way that completely overturns this recent warning. "They bang it in everybody's head right from the beginning."

"It makes the job of the person who's discharging the weapon that much more difficult," Claxton said. "It's given the individual officer an added layer of responsibility and culpability for lawsuits. It's nothing but the police department finding a way to cover their own behind and place the officer in a position of liability if something happens."

"In a way they're also looking to change to conversation of the excessive use ofTasers to faux concern over health issues due to location," said Claxton. "Especially excessive use against Blacks and Latinos. It's difficult to pinpoint a specific location to try and discharge your weapon."

According to Taser International's statistics, 14,200 law enforcement agencies in over 40 countries had purchased Tasers by June 2009.
