David R. Jones, president and CEO of the Community Service Society, announced the startling unemployment rate for the nation's African-Americans: 11.2 percent, and Latinos: 9 percent-unprecedented growth from a year and half ago. He talked about the disconnected youth between the ages of 16-24 not attending school and the 20 per- cent unemployment rate amongst them. He claimed that poor education of the youth is the root cause of problems in New York. He continued that there are moves to create a bill with [Charlie Rangel] for disconnected youth. The first bill (H.R. 7066) was introduced on Sept. 25 by Rangel "to amend the internal revenue code of 1986 to expand the work opportunity tax credit to include disconnected youth." The second bill (H.R. 7053) was introduced on Sept. 24 by Cong. Nadler "to amend Title 49, United States Code, to expand and improve transits training programs."
