Summary
Insisting that MWBEs have increased access to state contracts isn't some social program or charitable donation. We are talking about the fair distribution of taxpayer-financed procurement dollars. We are talking about providing opportunities to qualified MWBE firms that historically have been locked out, while improving their permanent capacities to compete. We are talking about the right thing to do.
The New York City School Construction Authority's Mentor Protégé Program has been tremendously successful in providing job training for MWBE firms on school projects. The SCA program has an incredible record of success with MWBEs, having awarded $1.7 billion in contracts to SCA-certified MWBEs over the past six years. This far exceeds any other government agency and most Fortune 500 corporations within the tristate region. We should replicate this program statewide.We must also focus on the available market opportunities for minority- and women-owned firms. The State MWBE Division should maximize procurement for qualified MWBEs by improving access to information regarding contract opportunities and expanding the scope of the state's MWBE program.See the full content of this document
