Summary


Assemblyman Keith L.T. Wright, who is chairman of the Harlem Community Development Corporation (HCDC), which is responsible for overseeing the development of state-owned buildings in Harlem, said that neither he or his board members were consulted about Philpotts' termination.

"They treated her like a thug," said Wright, adding that Empire officials threatened to contact security to remove Philpotts from the building. Sources who are familiar with the case said that Empire officials threatened to call security only after Philpotts refused to surrender documents and her laptop and cell phone to state officials. The confrontation lasted for several hours.

Soon after Philpotts' appointment, a source familiar with the case said that it became apparent that Philpotts was unqualified for the job. Over a period of months, the source claims that Philpotts refused to sign off on a water tank repair to a Harlem building that had jeopardized the building's fire system.
